公民黨《2018年稅務(修訂)(第4號)條例草案》意見書

香港的醫療改革，由最初至今已醞釀近二十年，到2005年政府推出一份題為《創設健康未來》的討論文件，就未來醫療系統的服務模式提出建議；到2008年推出《掌握健康掌握人生》的醫療改革第一階段諮詢文件；2011年推出第二階段資諮；2014年推出表《自願醫保計劃諮詢文件》，到今年政府終於落實方案，並計劃在明年推出市場。為吸引市民購買，政府將為投保合資格醫保產品的市民，提供扣稅。
