公民黨動物權益關注組就漁護署建議修訂法例第169章的意見書

漁 護 署 是 次 條 例 修 訂 的 重 點 是 在 《 防 止 殘 酷 對 待 動 物 條 例 》 (第 169 章 ) 引 入 「 謹 慎 責 任 」 的 概 念 ； 即 要 求 動 物 飼 主 不 單 不 可 對 所 養 動 物 作 出 殘 酷 虐 待 行 為 ， 更 需 要 履 行 積 極 的 「 謹 慎 責 任 」 (positive duty of care)。

公 民 黨 動 物 權 益 關 注 組 （ 下 稱 ”關 注 組 ”） 認 為 「 謹 慎 責 任 」 乃 動 物 飼 主 一 切 責 任 的 基 本 ， 因 此 對 此 修 訂 表 示 十 分 支 持 。
