公民黨回應「改善過海隧道交通流量分布的建議措施」意見書

政府推出三個「紅加東減」的可行方案，即「透過紅隧加費和政府補貼東隧減費，促進分流，紓緩擠塞」，以改善過海隧道交通流量分布。公民黨認為，三個方案也未能有效達致目標。
