公民黨對《全民退休保障計劃》綜合意見書
人口老化在全球引起廣泛的關注，而香港亦無何避免必需面對人口老化的挑戰。根據最新統計處人口統計數字顯示，2011年底本港人口臨時數字為710.37萬人，按年增加5.16萬人。數字又顯示本港人口老化現象持續，年齡中位數升至41.7歲，預計至2039年將升至48歲。
香港科技大學經濟學系主任雷鼎鳴預計，香港十五歲至六十四歲的工作人口在2001年達到歷史頂峰的75.1%後，到2039年，適齡工作人口比例可能急降至六成左右。雷鼎鳴表示，假設2039年勞動參與率仍維持在百分之六十，那麼真正工作的人口便只佔總人口的36.9%，即每一名工作人口除了養活自己外，尚要多養活1.71個人，其中0.76人是六十五歲以上的長者。
為此，退休保障問題，實在是迫在眉睫。而事實上，香港社會就退休保障問題，已討論了超過半個世紀之久。當中涉及多方的爭拗，如公帑的運用；僱員、僱主的供款；退休後市民所得的金額等。而現時市民亦有依賴部份計劃作退休保障。然而，現時社會上運行的退休保障，包括強積金、生果金、或老年綜援，均未能有效保障市民退休後的生活。
為此，公民黨經考慮後，提出計劃。
