公民黨對《社區精神健康服務》的意見書

香港的精神健康問題十分嚴重。根據世界衞生組織的研究顯示，就一般人口而言，最少有 10%人口有不同程度的精神病，最簡單的可能是患有焦慮、輕度的憂鬱，以至最嚴重的精神分裂或一些更嚴重的病症。根據香港精神科醫生的估計，在 七百萬人口中，需要定期接受精神科服務的病者超過二十萬。而在未來，尋求精神科服務的人，亦肯定只會有增無減。
