公民黨對《長者社區照顧服務券計劃》意見書
社會署訂定服務券價值為每月5,800元，但據資料顯示，現時資助日間照顧服務的單位成本為$7,500，即是說使用服務的長者，需要分擔差額的費用，而這筆費用，相等於一個沒有申領綜援、只靠個人積蓄生活的長者的每月生果金的金額，這是何等可笑及可悲的狀況。公民黨認為，對於有長者需要作長期照顧的家庭而言，家庭照顧者已有沉重的心理及經濟的壓力，不應再外加壓力。去年政府已有近600億盈餘，公民黨認為在財政上並沒有使用者共同付款的需要。再者，既然「錢跟學生走」的學前教育學劵計劃，家長都毋須經過收入審查，因此社區照顧服務券也應該「錢跟長者走」也毋須審查資產。公民黨認為，政府的角色，應是減輕市民的經濟擔子與生活壓力，因此，新措施應以利民紓困作為政策目標。
