公民黨對《2010年區議會條例(修訂附表3)令》的意見

政府現時建設區議會選區的數目，應以全港整體人口將以標準人口基數(政府現採用17 275人)平均分配。公民黨認為，政府今次新增七個議席之餘，亦應處理其他區議會劃界中，與現時的標準人口基數有極大偏差的選區。

政府因為要回應小組委員會在2010年10月26日會議上所提的意見， 將劃界時間表縮短至4個月。但政府亦需在諮詢文件中，清楚交代劃界的理據及作出劃界決定的基礎，絕不可以令人覺得是偏幫任何政治組織。

民選區議員已經有足夠代表性及能力去服務區內市民，所以公民黨贊成取消區議員委任制。
