公民黨對「免入息審查貸款計劃改善建議」意見書

自2000年特區政府開始鼓勵引入副學士課程以來，就讀專上課程的學生數目不斷增加。各間大專院校及教育機構亦不斷開辦自資專上教育課程。有關自資課程的學費一般較資助專上教育課程為高，如果再加上副學士或高級文憑課程畢業生修讀銜接學位課程的學費開支，學生及其家庭的經濟負擔變得十分沉重。

今年將有第一屆新學制的中學生畢業，有幸直接升讀大學的需要應付四年的大學課程和學費，如果需要先行修讀副學位或高級文憑課程再透過銜接學位課程取得學士學位的學生，其需負擔的學費將更高。為應付高昂的學費，不少學生都會申請由學生資助辦事處提供的貸款，而當中不少學生基於家庭經濟理由，申請免入息審查貨款。

鑒於現時的免入息審查貸款計劃一直備受批評，且導致大專和大學的學生即使未畢業，已經弄得一身學費債，公民黨認為政府當局必須全面檢討免入息審查貸款計劃，並作出較大幅度的改善。公民黨具體的建議如下：

1.全面取消風險利率

2.加強欠款追討工作

3.延後貸款開始計算利息的時間

4.調低專上學生資助計劃的貨款利率

5.延長貸款還款期

6.取消學生資助計劃的申請年齡限制
