公民黨對「政府公佈的過境私家車一次性特別配額試驗計劃」意見書

特區政府未有公開諮詢公眾，卻準備在今年三月起推出「自駕遊」。去年三月當時的政務司長唐英年與廣東省簽訂《粵港合作框架協議》的《2011年重點工作》，為了「讓兩地居民都實質體驗到粵港合作帶來的成果」，宣佈推出「自駕遊」。當時只提及香港私家車北上廣東，卻略去大陸私家車南下香港的細節。運房局準備下月實施北上計劃，聲稱南下計劃沒有時間表，但鄭汝樺局長拒絕為北上與南下兩個計劃「脱鈎」，正好確證了港人的憂慮。

公民黨認為，「自駕遊」計劃犯了「三違反」的謬誤，因為它違背了特區政府一直奉行的交通、環保和經濟三項既定政策。
