公民黨對「環境影響評估機制檢討」的意見書

特區政府在港珠澳大橋司法覆核官司中敗訴，法庭裁定環保署長違法批准環評報告，沒有要求項目倡議人嚴格遵守全力以赴減低污染的原則。裁決不但突顯出環評制度的漏洞，更反映出目前基建規劃的機制，未能充份照顧市民保護環境和公共健康的期望。很多大型基建，例如機場第三條跑道，正在公眾諮詢的階段。因此，改革基建規劃機制和堵塞環評制度的漏洞，實在刻不容緩。
