公民黨對「西九管理局」的建議

就「西九龍文化區」(西九) 的發展計劃，公民黨曾在立法會發表初步意見，呼籲政府回應民間訴求，積極考慮在西九管治的組成架構中，透過有效的推選或民間參與機制，確保民間代表及民意聲音得到最高度的重視，認為這樣的政策及管理架構，才能使西九計劃的推行，真正成為香港文化都會發展的「火車頭」〈公民黨對「西九龍文化區」計劃的初步回應，2007年10月20日〉。對於西九管理局 (暫擬名稱，下同) 的組成，我們在此提出進一步的建議方案，供大家考慮。

我們認為社會應該本着多元文化和民間參與的原則，加入具一定份量的民選成份，以構成一個既富文化視野、又有承擔、有公信力，兼備專業、商界和民間角度，集社會多方持份者 (stakeholders) 立場的法定機構，透過策劃和推動西九的長遠發展，為香港文化都會 (cultural metropolis) 的建設進行細水長流的工作。公民黨建議了方案的基本理念、原則和具體內容。
