公民黨對「長者社區照顧服務劵試驗計劃」意見書

公民黨一直認為，政府應該重推「五年福利規劃」，對市民的需要作出深入的研究和估算，從而作出長遠規劃。然而，政府屢用不同的「試驗計劃」來頂替，公民黨認為是欠缺長遠承擔的表現。對於「長者社區照顧服務劵試驗計劃」(下稱「計劃」)，公民黨有以下意見：

1.需要為先，對症下藥

2.利民紓困，減輕負擔

3.重質重量，促進供應

4.政府承擔，責無旁貸
