公民黨對推行「學前教育學券計劃」之意見書

教育局通告第1/2007號 – 學前教育新措施中提到「行政長官在 “二零零六年至零七年施政報告” 公佈一項重要的財政承擔，目的是讓本港所有適齡兒童均可接受費用合理並質素優良的學前教育」。

公民黨歡迎政府重視「學前教育」並為此投放資源，推行「學券計劃」。我們認同，「學券計劃」應可減輕家長的經濟負擔，亦讓合資格的學校間接受惠，並使老師可透過「學券」的部份撥款資助而作進修，提升專業水平。但雖然如此，公民黨認為，要確保計劃能真正順利推行，並具備教育成效，我們必須正視政策推行中所引起的種種問題，並及時予以修正和改進。
