公民黨對政制發展綠皮書的意見書

香港特別行政區的選舉是一個不公平的制度，因而造成一個缺乏代表性的政府。一般登記選民有權選出佔立法會一半議席的地區直選議席，但其中有百分之六點五的選民額外有權選出立法會另一半的功能組別議席。這百分之六點五的選民擁有多於一票，令他們在議會內擁有更大的代表性，成了「一等」公民，而另外百分之九十三點五的登記選民則被貶為「二等」公民。
