公民黨對西九文化區最新發展的意見
在剛完成的概念規劃設計的遴選中，一些較技術的考慮竟然佔評審準則的50%。專業的設計考慮只佔了30%，而由當局以其一貫手法搜集的所謂民意也只佔20%。本小組的議員對此已提出不少疑問。除了看出「準則」根本上是官方主導這個明顯事實外，我們對在整個評審過程中，不存在文化發展角度這個最基本的原素，表示十分失望，有不少文化界及關心香港整體文化發展的朋友都同樣失望。據資料顯示，評審小組中原來包括了行政總裁這個文化專家在內，後因謝卓飛先生求去而使文化專業嚴重缺席。這事實上是毋視民間及文化界長期以來的要求：以文化理念及視野領導文化區的發展，不要因硬件規劃的緩慢進度而影響、甚至牽制文化軟件的長遠規劃、具體設計和全面啟動。
