公民黨對設立物業管理行業的規管架構意見書
隨着舊區重建，單幢樓宇將改變成新屋苑，物業管理公司及從業員的需求殷切，因此政府為保障市民獲得適切的物業管理服務，設立物業管理行業的規管架構是必須的，公民黨原則上支持這個方向。
此外，為加強對物業管理公司的監管，政府在制訂大廈公契，建築物管理條例也要作出相應的配合；例如，現時港鐵上蓋物業是指定由港鐵物業管理公司管理；地產發展商可以指定用旗下的物業管理公司管理；而建築物管理條例344章要求業主必須成立法團，然後要個半數的業主贊成，才可撤換物業管理公司，以上正是業主現時面對的難題。
