公民黨對都市固體廢物收費的意見書
特區政府在2012年年初發表諮詢文件，以了解公眾對推行都市固體廢物收費的意見。結果顯示多數市民支持徵費。根據環境局資料，在政府收集所得的意見之中，支持推行都市固體廢物收費的佔63%；而如推行收費，贊成按量收費的則有57%。環境局遂建議由可持續發展委員會展開第二階段公眾參與。可持續發展委員會於是在2013年9月展開名為「減廢—收費 ．點計?」的社會參與過程。
現時本港三個策略性堆填區每天處置13,400公噸廢物，當中約三份之二( 67% )屬於 都市固體廢物，即工商業廢物和家居廢物。特區政府預計，若廢物量以現時的速度繼續增加，這三個堆填區的剩餘容量會逐一在2019年之前耗盡。最近在擴建堆填區的爭議，令港人重新關注應該如何處理我們每天大量製造的垃圾。香港人均每日棄置的垃圾量，不但是亞洲四小龍之冠，而且是台灣和南韓的兩倍有多。為免我們的郊野公園被堆填區侵蝕，公民黨認為港人有必要及早綢繆對策。
