意見書

公民黨對 《巴士專營權》意見書

城巴有限公司（機場及北大嶼山巴士）和龍運巴士有限公司的巴士專營權，將分別於2013年5月1日屆滿，而新世界第一巴士服務有限公司則在2013年7月1日陸續屆滿。就更新巴士公司新專營權規定，公民黨反對在現階段下無條件延續三間巴士公司的專營權，除非政府在專營權的條款中加入以下各項提高巴士公司的營運能力及改善路面狀況的建議，而各巴士公司亦能在2013年專營權到期前，就建議提出的問題作出改善。包括：

1.重整巴士路線及班次，以提高效率及減低路線重疊問題

2.加入環保因素

3.定期檢討服務品質，限制過長專營權

4.在2013年專營權到期前，改善票價機制漏洞
