公民黨就《「提供予少數族裔人士進行宗教和文化活動的地區場地》」意見書
本年政府公布的《2016年中期人口簡要報告》1指出，香港人口中約有58萬名非華裔人士，佔總人口8%。當中近41萬名東南亞和南亞裔人士居住在香港，包括印度人、尼泊爾人、巴基斯坦人、菲律賓人、印尼人、越南人及泰國人。居於新界的印度裔和巴基斯坦裔人口數目在十年間增加超過一倍，佔相關種族人口31.2%及53.2%。類似的趨勢同樣出現在居於九龍的尼泊爾人口。
雖然少數族裔人口急速上升，但讓他們作信仰敬拜和文化活動的社區場地和設施卻沒有相應增加。加上申請租用社區場地舉辦宗教及文化活動手續繁複，令很多少數族裔因不認識有關機制和不敢主動求助而錯失機會和支援。因此，公民黨建議政府應實施相應的措施，提供更多的場合所予，讓少數族裔人士進行宗教和文化活動，協助他們以維持自身的文化與宗教的特色和傳統。
