公民黨就《優化整筆撥款津貼制度檢討》意見書

公民黨就《優化整筆撥款津貼制度檢討》意見書始於2001年1月，非政府機構被要求引入一筆過撥款制度，以取代傳統津助制度去營辦機構的服務，好處是機構可以靈活運用社署的資助，亦可以留有儲備發展及補助新辦服務，之後政府認為制度可行，就額外提供一次性撥款作過渡性安排，讓所有非政府機構都採用一筆過撥款制度，看似整合化了福利機構的資助模式，但有社福界的從業員及部份機構表示，這會造成社會服務商品化，同時，以指標來認證服務質素，極不合乎人道主義的倫理及偏離助人自助的目標。
