公民黨就《兒童對政府的期望》提交意見書

香港一直沒有為兒童制訂一套獨立和全面的政策目標和行動計劃。香港政府一直強調家庭是守護和養育兒童的最佳環境，因此政府一直以來的政策是維護和鞏固家庭凝聚力，發展互助互愛的人際關係，協助個人和家庭成員預防和應付個人和家庭的問題，顯示特區政府其實沒有一套獨立和全面的兒童政策和行動計劃。公民黨認為，兒童的需要，例如教育、醫療及福利等等，均已超越家庭政策的範疇。因此，以家庭政策作為切入點去處理兒童事宜，是一個間接和片面的做法。
