意見書

公民黨就《在考試及功課壓力下兒童的權利》意見書

聯合國《兒童權利公約》訂明的「兒童四權」當中的「發展權」，除了「接受教育」外，還包括「享受文化活動」和「休閒及娛樂」的權利（《公約》第三十一條）。反觀香港教育局在發展權的政策上，一直強調兒童在教育上的記錄和評核，卻沒有制定政策保障兒童校內外的休閒及娛樂權利。結果兒童的生活被學習填滿，欠缺理想空間享受文化活動、休閒及娛樂。公民黨認為，當局應採取措施，釐清兒童於學習和休閒娛樂的合理空間，並給予適當支援，以落實《公約》第三十一條的原則。
