公民黨就《垃圾收集及資源回收》提交意見書

環境局於2013 年曾發表的《香港資源循環藍圖》，當所提出的目標是在2022 年或以前，將都市固體廢物人均棄置量減至0.8 公斤；而且同時期望回收率可提升至55%，轉廢為能的比率增至23%，令前往堆填區的垃圾可減至只佔整體垃圾量的22%。事實上，根據政府去年的估計，本港三個填堆填區將2019前陸飽和，若不盡快檢討及更新對應垃圾收集及資源回收的政策，日後將無法應付港人的需要。
