意見書

公民黨就《市集事宜及廣泛的墟市政策事宜》提交意見書

市集(Bazaar)本是商販自行參與而自然形成的經濟活動場所，是農村社會的產物，農民要把收成品賣出，再購入自己無法生產的農作物，因應交易的需要，墟市便在人流多的空地自然而生。這種非正式經濟(Informal Economy) 在發展中地區扮演着非常重要的經濟和社會角色，尤其是當政府（如戰後的香港政府）未能向市民提供全面的社會福利時，非正式經濟令城市的貧窮人口得以維生，有助維持社會和政治安定，更加可為生活在基層的市民一個於社會向上流的機會。
