意見書

公民黨就《從安老服務計劃方案看”居家安老為本，院舍照顧為後援”的政策定位》提交的意見書

老是人生的必經階段，步入老化階段，身體機能衰退、認知能力下降等問題亦隨之而來，然而，適切長期護理服務將可以有助延緩衰老所衍生的問題，讓長者可以選擇最適合自己的生活方式安老。若政府對於人口老化的問題依然坐視不理，醫療體系、社會服務、公共財政系統將要承受沉重的負擔。

政府自1999年停止沿用多年的五年程序計劃及定時檢討機制後，香港社會福利的發展方向、策略及規劃模式變得愈來愈不清晰及不明確，近年更透過服務劵形式將安老服務推向私營化及市場化，逐步將原有的安老責任推向市場解決。

突然政府兩年前要做「安老服務計劃方案」，不過第一階段的諮詢至第三階段的公眾諮詢根本沒有足夠的宣傳，政府究竟想做一個怎樣的規劃？政府有多重視香港未來的安老規劃和尊敬勞苦一生的長者？
