住 屋 問 題 一 直 都 是 政 府 及 市 民 的 困 擾 ， 市 民 沒 法 住 公 屋 ， 但 窮 一 生 都 不 可 以 買 樓 自 住；政 府 無 視 規 劃 失 當、政 策 失 衡，放 過 私 人 遊 樂 場 地 及 軍 事 用 地 ， 以 土 地 大 辯 論 作 為 公 關 策 略 ， 將 種 種 問 題 諉 過 於 冇 地 建 屋 ， ， 以 求 市 民 為 當 局 大 興 草 木 背 書 。 土 地 供 應 小 組 在 土 地 大 辯 論 中，提 出 以 公 私 合 營 模 式 發 展 新 界 土 地， 重 施 港 英 時 代 的 新 市 鎮 政 策 的 故 技 ， 表 面 上 收 回 新 界 土 地 作 為 住 屋 用 途 ， 但 實 際 上 卻 將 新 界 非 原 居 民 及 農 戶 作 為 磨 心 ， 誰 反 對 政 府 的 搶 地 計 劃 ， 就 要 負 上 阻 礙 發 展 的 罵 名 。
因 此 ， 公 民 黨 提 出 以 下 建 議。
