公民黨就《新界南堆填區擴建計劃》意見書

環境局局長黃錦星說，3個堆填區快爆滿，若不容許擴建堆填區，不排除出現「垃圾圍城」的現象。

其實「垃圾圍城」的現象，對於將軍澳的居民來說，早就出現了。有將軍澳日出康城的業主表示，他們反對擴建堆填區，不是因為自私的原因，而是政府從來沒有好好實踐對居民的承諾，令他們要不斷受臭味、有毒氣體、家居塵封及垃圾滿街之苦。業主表示他們多次見到有垃圾車，將大袋大袋滿載垃圾的黑色膠袋，丟掉在堆填區附近，其中以駿昌街、駿宏街的情況，尤為嚴重，業主們估計是因為貨車未趕及堆填區關門前卸下垃圾，亦可能因為怕超重不能過關，所以提早在附近的空地掉下。這些被丟棄的垃圾，臭味令路人都要掩鼻而過，雖然多次投訴，但政府及部門對此事，卻不作任何干預，作為附近居住的居民，只可以一直忍受。
