公民黨就《智障人士或其他類別殘疾人士的老齡化情況》意見書

就如不同弱勢社群一般，香港政府對智障人士的統計及研究並不多，據現有的官方資料，估計現時全港智障人士數字為71 000 人至101 000 人1。而曾經是短時間任勞福局局長蕭偉強任職復康專員時，康復諮詢委員會便在2015年展開了有關智障人士老齡化的研究，研究雖然未未算充足，但揭示人口老化不單增加了智障人士老齡化的問題，亦因照顧配套不足令「雙老」問題及慘劇不斷發生，實在令人婉惜。
