公民黨就《有關公眾街市的定位及管理事宜及街市現代化計劃》的意見書
街 市 與 市 民 日 常 生 活 息 息 相 關 ， 但 近 年 領 展 霸 權 橫 行 ， 透 過 一 連 串 翻 新 街 市、外 判 街 市 管 理 權 等 等，導 致 物 價 飊 升，民 不 聊 生。小 商 戶 或 社 區 小 店 更 失 去 合 理 的 營 商 環 境，被 外 判 商 相 關 的「 小 店 」取 代。 食 環 署 旗 下 的 公 眾 街 市 ， 始 乎 是 對 抗 領 展 的 其 中 一 個 出 路 ， 但 有 部 分 街 市 的 設 施 及 管 理 水 平 落 後 ， 導 致 生 意 慘 淡 ， 更 有 街 市 因 租 用 率 不 足 而 關 閉。
公 民 黨 歡 迎 政 府 宣 佈 在 未 來 10 年 推 行 街 市 現 代 化 計 劃， 以 提 升 營 運 環 境。但 政 府 需 回 應 各 區 居 民 訴 求，應 考 慮 重 建 設 施 過 於 老 化 的 公 眾 街 市 ， 以 符 合 長 遠 的 成 本 效 益 。
