公民黨就《檢視本港貧窮情況及訂立滅貧目標》意見書

根據扶貧委員會於 2018 年 11 月向政府提交的報告指出，2017 年香港的貧窮住 戶數目多達 59 萬戶，即使經過政府政策介入的前後數字為 1,376,000 人及 1,008,800 人，較 2016 年的數字 1,352,500 人及 995,000 人仍然有增長，估算每 5 人之中有 1 人是窮人，同時反映貧富差距的堅尼系數，在 2016 年錄得 0.539，名 列世界榜首位置。 過去為了解決及處理貧窮的問題，政府訂立了貧窮線；對於長者貧窮問題，以長 者生活津貼或加強版長者生活津貼來減低數字；對於長貧工、邊緣勞工及跨代貧 窮的問題，政府提出低收入家庭津貼來補救，但似乎都無助改善處於貧窮人士的 處境。曾為扶貧委員會委員的現屆政務司司長張建宗表示，2017 年的貧窮率為 14.7%，能維持在 2016 年的水平，視為政策有成效，不過，儘管政府將現金項目 介入計算，社會福利經常性開支預算在 2018-19 年度增加 21.3%，貧窮率及堅尼 系數都沒有改善，顯然扶貧措施成效不彰。

公民黨認為務必要針對貧窮及邊緣基層家庭的基本需要協助，才可以強化他們的抗逆能力，達到脫貧的果效。
