公民黨就《檢討多專業個案會議及兒童褔利計劃》提交意見書

2015年，一名7歲女童疑長期被家人嚴重虐打、長滿褥瘡等問題，引發各界關注虐兒問題。

根據現時《處理虐待兒童個案程序指引》，虐待兒童的定義是危害或損害兒童身/心健康發展的任何行為，或任何不作出某作為以致兒童身/心健康發展受危害或損害的行為。當知悉兒童懷疑受到虐待個案時，社署、政府相關部門及非政府機構便會召開多專業個案會議，並在個案會議中，為兒童及家庭擬訂福利計劃，如申請照顧及保護兒童令和安排院舍給兒童等。

公民黨認為，兒童沒有還手之力，同時，小時候遭受無論身體、精神等虐待事件，對其成長、人格塑造均會造成一定程度的影響，遺禍一生。安全和健康是兒童的基本權利，雖然不幸的事情已經發生，但公民黨認為政府有責任為受虐兒童提供一切可行的支援，幫助他們走出陰影。
