公民黨就《殘疾人士家居照顧及社區照顧服務的規劃和質素》意見書

按政府統計處第48號專題報告( 2008)，全港有殘疾人士約有361,300人，佔整體人口的百分比為5.2%。雖然殘疾人士佔整體人口看似不多，但大家都不要忘記，一個殘疾人士，都要有個照顧者，這人不是政府的話，就是他的親人。但眾所周知，殘疾人士可以入住宿舍，從來都比長者更難，長者平均要等3-4年，但殘疾人士要入住宿，平均都要7年或以上，可想而知，大部份的殘疾人士是被迫留在社區內生活。

其實很多殘疾人士都希望留在社區居住、工作，甚至倒過來照顧自己的家人，這其實並不是不可能，重要是政府在社會政策及服務上，能夠提供多少的協助。
