公民黨就《社福機構高層人員的薪酬及現金津貼透明度》提交意見書

社會福利服務推出一筆過撥款資助政策，始於2001年，機構可自行制訂包括服務開支及薪酬津貼等的政策，政府的目的是要提升社會福利機構服務的靈活性，讓機構可以彈性地調配資源回應社會問題。但是，這制度卻演變成為令社會福利機構出現肥上瘦下的情況-高層員工的薪酬連花紅過高，而前線員工則同工不同酬。近日，政府的審計報告更顯示社福機構的薪酬待遇安排缺乏透明度，未能使公眾可以有效地監察機構運用公帑情況。
