意見書

公民黨就《禁止蒙面規例》的意見書

2019 年 10 月 4 日，行政長官會同行政會議根據《緊急情況規例條例》 (第 241 章)通過《禁止蒙面規例》，翌日 0 時 0 分生效。這是香港自回歸以 來，特區政府首次動用緊急權力通過規例。然而，此舉實屬不必要，更不合理及不合比例地限制香港市民受《基本法》保障的公民權利及自由。對此公民黨 深表憤慨，並予以強烈譴責。
