公民黨就《私營院舍服務質素》的意見書

2015年爆出大埔劍橋護老院的醜聞，令公眾感到十分嘩然，私營院舍虐老事件時有所聞，被揭發的事件只是冰山一角。根據社署2017年3月最新的資料顯示現時全港私營安老院舍已經超過500多間，佔全港提供的宿位近七成，不過當中仍有不少私院未能符合標準但得到社署的暫准經營許可；而政府廿多年來從未檢討過《459章安老院條例》及《459A章安老院規例》，導致這些私營院舍質素長期良莠不齊，令人質疑政府監管私院的決心。
