公民黨就《藉發展社區經濟及墟市協助貧窮人士脫貧》意見書

世界經濟論壇(World Economic Forum)發佈《2014-2015年全球競爭力報告》，香港維持在頭7位，而財政司司長表示，藉四大支柱：金融、地產、物流及旅遊，可以令香港經濟持續增長，增加就業。然而，縱使政府不承認，以金融地產為主要的經濟產業，發展性雖強，但產業偏單一，根本令很多基層及低技術的工人，根本沾不上行業的邊緣，以至淪為低收入的邊緣勞工。雖然位於全球競爭力的高位，但反映貧富懸殊的堅尼系數，香港亦位於最高。政府對基層貧窮的問題，一直只說是結構性形態，根本沒有方法去解決。
