公民黨就《農曆新年墟市有關的政策及事宜》提交意見書

墟市(Bazaar)原指農村的市集，是商販自行參與而自然形成的經濟活動場所。墟市亦是華南地區風俗，漁民和農民逢初一或十五趕墟期，售賣多出的鮮魚蔬菜，「趁墟」就是形容墟市熱鬧盛況。

香港城市化後，農村式墟市已不存在。雖然商場街市林立，但在連鎖式財團主導下，貨種越趨單一高檔，舖租亦越趨高昂，基層市民負擔沉重而缺乏選擇。而自發的墟市和夜市，正好補充居民失去的選擇。同時讓未能進入勞動市場的基層有彈性地投入生產，恢復社區基層的經濟活力。而當中居民的互動交流，更可促進基層互助關懷，建立地區歸屬感。

由此可見，墟市不應該只是一種節日或旅遊項目，而是一種日常生活中的非正式經濟(Informal Economy)。可是現行政策只有「管理」角度，卻沒有「發展」角度。而將小販政策歸於「食物及環境衛生」事務，只是忽視墟市為社區帶來的經濟效益。
