公民黨就《酒牌制度 – 審批酒牌申請的準則指引及其審批程序》意見書

今次酒牌局擬備的「審批酒牌申請的準則指引」，主要是規管樓上酒吧，由於此類酒吧日漸普遍，集中在人煙稠密的地區，多接近民居及位於商業大廈內，公民黨認同指引要與時並進，須顧及對當區居民影響、顧客安全及方便業界營商等各方面。

針對噪音滋擾問題，公民黨贊成酒吧應確保防音設施足夠隔離處所內所產生的噪音(如安裝雙層玻璃窗或進行噪音影響評估等)，以免嚴重影響周遭居民的日常生活及作息。公民黨同時建議執法人員應加強巡查，確保有可能引致的人群聚集、喧嘩、光污染及環境衛生等問題對鄰近居民的滋擾減至最低。
