公民黨就《醫院管理局的機構管治及人手狀況》意見書
醫院管理局成立逾 20 年，一直問題極多，如聯網制度導致山頭主義、資源分配不均等。港人詬病已久的醫管局管治問題，終在上屆政府進行了一次檢討，用了近兩年時間得出了「醫院管理局檢討督導委員會報告」（檢討報告），檢討報告指 醫管局資源分配不均、急症室及專科門診輪候時間太長，並就五大範疇包括資源 分配、人事及服務管理等分析及提出了十項建議。但對增加床位及縮短輪候時間 等市民極為關心的項目，卻沒有任何具體措施。
