公民黨就《長者院舍住宿照顧服務劵試驗計劃》提交意見書

根據政府提供的數字，截至2015年12月，在中央輪候冊內輪候護理安老院及護養院的長者有27,050個及6,113個，如果將社署介定為「非活躍個案」也包括在內（即可以隨時選擇再輪候的7.170宗個案），輪候長者宿位的數字將達到40,000宗。現時，他們平均要輪候三年時間，輪候期間去世的長者亦持續增加。多年以來，政府每年增加約1,000個護養宿位，只是杯水車薪，被詬病為以長者「等到死」來解決問題。

面對人口急速高齡化的挑戰，政府於2015年度的施政報告中，提及將會預留約8億元，推行「長者院舍住宿照顧服務券試驗計劃」(下稱「院舍劵」)，目標對象為在中央輪候冊中，身體機能被評為「中度缺損」的長者，即合乎資格輪候政府資助護理安老院，而政府預計會於2015-2018這三年內推出合共3000張「院舍劵」，每張劵價值為每月$11,685，而全港所有達到「改善買位計劃」甲一級標準的安老院舍，皆可申請成為認可服務機構。

然而，安老服務長遠規劃一直懸而未決，政府卻在此時透過「院舍劵」，試圖將責任市場化、商品化，有需要的長者真的能夠受惠嗎？
