意見書

公民黨就《露宿者政策及相關支援服務與行動措施》提交意見書

根據社會福利署及其他非政府機構所提供的數據，過去八年來，露宿者人口由300人大幅增至1600人。面對龐大的露宿人口，政府過去透過軟硬兼施的行動方針，嘗試讓露宿者放棄露宿重新投入社會。過去政府一邊透過社署對不同非政府機構所營辦的服務中心、綜合服務隊和露宿者之家提供資助，另一邊廂透過行使不同部門的職權，作出不利露宿人士的決定和行政安排，例如將公園、球場的凳子加扶手、在地上灑水灑臭粉、並以強力水喉清洗露宿者所處的地方。以上措施，的確能有效驅趕露宿人士，所提供的服務亦可以讓他們的生活質素上升，但長遠而言，真的可以幫助露宿者放棄露宿嗎？

公民黨認為，現時政府所推出針對露宿者問題的措施，是治標不治本的。面對現今情況，必須要問的是，究竟政府目的是要透過幫助露宿者重新投入社會，讓整個社會的生活質素得以進步，還是單單要將他們趕走，改善市容？
