公民黨就《非公屋、非綜援的低收入住戶提供措施》的意見書

非公屋、非綜援的低收入住戶泛指「N無人士」，不少N無人士為劏房戶及在職貧窮戶，並處於恆常社會福利的安全網以外。這些基層市民可以說是生活擔子重，生活質素也是極低的弱勢社群。
