公民黨就《香港房屋委員會經修訂的富戶政策的推行情況》意見書

房委會於2017年10月實施新修訂的「富戶政策1」，將以往的「雙軌制」改為「單軌制」，即公屋租戶只要入息超出限額五陪或資產超出入息限額100倍，或在香港擁有私人住宅物業的公屋住戶，不論其家庭入息或資產水平為何，都必須遷離其公屋單位。可是，新措施實行後，為數不少的公屋住戶為免超出限額而被逼遷，有富戶透過轉移資產、或除去戶籍以圖避開政策2。房屋署數據顯示，截至2017年6月就約有2.18萬宗刪除家庭成員戶籍的個案，數字相等於2016年全年個案近65%3。

雖然，刪除家庭成員的公屋戶籍的原因甚多，因此難以判斷刪除戶籍的個案數目上升，與修訂富戶政策有否任何直接關係，但公民黨認為現時推行的富戶政策，既未能加快公屋的單位流轉，亦把看似較有能力的住戶推向熾熱的私樓市場；整個經修訂的富戶政策非根治問題之舉，只是將其轉換成另一社會問題。
