意見書

公民黨就《香港房屋委員會轄下街市的出租事宜及在公共屋邨設立墟市》提交的意見書

現時，香港房屋委員會（房委會）轄下有22個街市，當中有6個街市是外判予承包商作管理。自回歸以來，房委會轄下新落成的公共屋邨街市均外判予承辦商，未來在各區落成的12個新街市均會繼續外判營運。近年，街市外判問題不停浮現，先有租金大幅上升，導致物價高昂，後有承辦商提早退出租約後但竟能重新投標並且中標。以上種種外判衍生出來的問題，房委會不但沒有監管承包商，一些租戶曾向房委會反映承辦商的問題，但房委會亦沒有機制處理。為了面對民生事業被壟斷的情況，公民黨認為政府需要開放公共屋邨的空間，讓民間團體及小販營辦墟市，發展社區經濟，以滿足區內民生需求。
