公民黨就《香港特別行政區根據聯合國《殘疾人權利公約》提交的第二次報告的項目大綱》意見書

聯合國《殘疾人權利公約》（下稱《公約》）將自二○○八年八月三十一日起對中華人民共和國生效，並適用於香港特別行政區。有關公約旨在促進、保護和確保所有殘疾人充分和平等地享有一切人權和基本自由，並促進對殘疾人固有尊嚴的尊重。

公民黨認為大綱應包含政府就早前第一次定期報告的建議具體跟進情況以及有關落實《公約》權利的最新情況，香港政府應在正式向聯合國提交報告前就報告草稿再作諮詢及提交至立法會，並就報告的項目大綱作建議。
