公民黨就《2013年區議會（修訂）條例》意見書
今年，特區政府終於提出《2013年區議會（修訂）條例》，立法取消委任制，公民黨表示歡迎，但鑒於特區政府曾經復辟區議會委任制的劣跡，因此公民黨必須嚴正提醒特區政府，日後不論任何情況，也絕對不能再重設區議會委任制。
從區議會組成的角度看，取消區議會委任制，只是改善區議會產生辦法的其中一步。事實上，在過去多次有關區議會的檢討中，均未有觸及區議會的數目、分界和選舉辦法。公民黨認為，現時的制度已沿用了多年，特區政府現在是適時展開有關區議會產生辦法的檢討。
