意見書

公民黨就《2013年空氣污染管制(修訂)條例草案》的意見書

公民黨歡迎政府提交草案，然而我們認為，新的指標仍過於寬鬆。香港最大的空氣污染來源是發電廠和路面車輛，所產生的二氧化硫和可吸入懸浮粒子等物質，嚴重污染本港的空氣，更危害市民的健康。雖然新指標收緊二氧化硫及可吸入懸浮粒子的含量上限，惟只達世衞指引的中期目標，仍屬最低水平的目標，無助盡快改善香港的空氣污染問題，難以接受。有數據顯示，單是去年已有逾三千人因空氣污染誘發呼吸道疾病而提早死亡，可見空氣污染問題的嚴重及改善的逼切性。公民黨認為，當局應進一步收緊指標，配合其他措施，改善空氣質素，令市民盡早享有清新空氣。公民黨明白新指標不可能一步到位，然而政府應考慮在條例中訂明達到世衛指引的年期，為完善空氣質素指標系統定下明確的最終目標。
