意見書

公民黨就《2014年船舶法例(排煙管制)(修訂)條例草案》提交的意見書

公民黨認同《2014年船舶法例(排煙管制)(修訂)條例草案》(下稱《條例草案》)的修訂方向和建議。

有關建議訂明在規管本地船隻以外的船隻的《船舶及港口管制條例》及規管本地船隻的《商船(本地船隻)條例》加入黑煙及指明圖表的定義，即參照力高文圖表為執法標準，「旨在為釐定船隻排放過量黑煙提供客觀基準」i，以及調整《船舶及港口管制條例》的罰則，令針對非本地船隻的最高罰款水平，「應高於《商船(本地船隻)條例》規管的本地船隻的罰款水平。」公民黨認為，有關建議加強管制船隻排放及其造成的滋擾，並有助確立執法人員判斷準則。

雖然如此，但就《條例草案》的一些方向和細節，公民黨希望向特區政府提出以下關注點，以作討論。
