公民黨就《2014年食物及藥物(成分組合及標籤) (修訂)(第2號)規例》意見書

食物安全中心於2012年，發現七款嬰兒配方奶產品碘含量不足，引起公眾對嬰幼兒配方奶粉安全及規管的廣泛關注。母乳代用品為大部份嬰幼兒的主要食糧，若其成份或安全出現問題，後果不堪設想。

然而，本港嬰幼兒在食品安全方面，一直得不到完善的保障，香港一直只靠奶粉商自律遵從世界衛生組織於80年代制訂的《國際母乳代用品銷售守則》。而政府一直並無任何規例監管三十六個月以下的嬰幼兒配方奶粉產品的規例。
