公民黨就《2017年僱傭(修訂)(第2號)條例草案》的意見書

公民黨就《2017年僱傭(修訂)(第2號)條例草案》的意見書香港政府自70年代開始輸入外地家庭傭工（下稱外傭），是本港社會不可或缺的部分。根據立法會的研究顯示，本港現時輸入逾35萬名外傭，分別受聘於本港11%住戶，當中請外傭照顧長者的比例由2010年的8%增至去年的9%1。統計處估計，65歲或以上人的長者人數於未來20年將急升約120%，估計至2034年將多達230萬名長者，但青年勞動力將於未來20年下降，在政府倡議「居家安老」為本的安老政策下，我們可預見將會有更多家庭選擇聘請外傭照顧家中的長者。政務司司長張健宗曾在八月的網誌中提及，現時有接近40 000戶只有長者和外傭的家庭，而這個數字將隨着人口老化一直上升，認為長遠而言，本港應加快研究擴大家庭傭工的來源和數量，並加強外傭的家居護理培訓2，解決人口老化帶來的勞動力下降問題和提供勞動力照顧選擇居家安老的長者。
